David W. Francis David Francis dedicates his practice to the representation of businesses and other organizations. He regularly represents clients in complex litigation. He has successfully prosecuted and defended clients in Federal and State Courts, in arbitrations, and before as Administrative Hearing Offices and Commissions. He has appeared in Pennsylvania, Maryland, New Jersey, West Virginia, Arkansas and Washington, D.C. Mr. Francis has particular expertise in the area of construction litigation. He represents contractors, architects, engineers and owners. He has successfully served as counsel in many high profile construction cases—including a multi-million dollar claims against the Commonwealth of Pennsylvania. He is active in the American Counsel of Engineering Companies of Pennsylvania. He is widely published on issues involving the construction industry, and has been a featured lecturer before construction industry clients. Mr. Francis also has significant experience in commercial litigation, administrative law, and land use planning matters. A recent success was reported by all of the local television news companies and carried in the local newspapers. Mr. Francis also has expertise representing businesses in electric energy matters. He successfully obtained substantial refunds from electric energy suppliers for large industrial customers in actions brought before Pennsylvania’s Public Utility Commission.
