Alicia Duke (formerly Alicia Petersen) is a member of the firm’s Energy, Utility & Telecommunications practice group. Ms. Duke assists clients on both local and national levels concerning issues related to smart metering, demand response and energy efficiency. Ms. Duke regularly represents clients before the state Public Utility Commissions in rulemakings, working groups and in specific litigation matters in various jurisdictions.
Locally, Ms. Duke also assists in the representation of utilities in rate cases, expanding applications, complaint cases and other regulatory matters before the Pennsylvania Public Utility Commission.
Ms. Duke researches federal, state and private funding opportunities for renewable energy and energy efficiency projects. She has also helped with the management of renewable projects by reviewing requests for proposals, assisting with permitting and interconnection issues and negotiating the sale of renewable energy credits.
Ms. Duke assists a diverse group of clients with motor carrier issues before the Pennsylvania Public Utility Commission. In particular she has helped clients successfully apply for and expand their service territory, revise their tariffs and review stock transfer applications. Ms. Duke has also assisted clients in rail litigation.
Ms. Duke has experience in the representation of clients with oil and gas matters. She has experience reviewing deeds and title searches and reviewing rights and interests in the land and various minerals. Ms. Duke has also assisted clients in evaluating and negotiating lease agreements with drilling companies. Ms. Duke can advise clients on the various oil and gas matters pertaining to the regulatory oversight of both the Pennsylvania Public Utility Commission and the Federal Regulatory Energy Commission. Ms. Duke can provide legal advice on contract negotiations and regulatory filings for production of natural gas, building pipelines and natural gas storage, gather systems and interconnection issues. She can also provide counseling in matters where a municipality has adopted a drilling ordinance, and prepare filings before the Public Utility Commission to determine the legal validity of such ordinance.
In addition, Ms. Duke can also provide legal guidance with compliance to the regulatory oversight in export and import issues that businesses in the global marketplace face. Ms. Duke can assist businesses in developing management strategies, policies and procedures to meet the demands of export and import regulations.
Ms. Duke graduated in 2008 from Widener University School of Law where she participated in her school’s Civil Law Clinic and advocated on behalf of clients in several areas of civil litigation. Ms. Duke is also active in the community and participates in several service and charity projects.
