Since joining Rhoads & Sinon in 1972, Jan Paden's administrative law experience has become well recognized through his representation of clients before the Pennsylvania Public Utility Commission, Environmental Hearing Board, the Departments of Education and Community and Economic Development, and the Board of Claims. He has successfully assisted numerous fixed and municipal utility companies with sales of assets, acquisitions, rate filings, litigation, DSIC proceedings and filings, gas cost rate proceedings, utility financings and securities certificates, supply allocations, franchise, extensions, curtailment proceedings, service displacement disputes and competition controversies, and safety matters with particular emphasis on gas, water and sewer service.
Mr. Paden is well known for his skill in representing municipalities, municipal authorities and school districts in both civil and administrative disputes. He possesses extensive trial experience in municipal law and finance, as well as commercial litigation involving anti-trust, contract, design, engineering and construction disputes and environmental cases.
