Scott DeBroff is Chair of the Energy, Utility & Telecommunications practice group of Rhoads & Sinon, and provides energy and telecommunications market participants with strategic legal, government and regulatory analysis and representation in state and federal jurisdictions across the country. Mr. DeBroff represents clients in the energy and telecommunications sectors and provides them with targeted advocacy, issue analysis and information services.
Recognized in Who's Who in American Law, energy attorney Mr. DeBroff joined Rhoads & Sinon in October of 2008 to target and address national energy and business issues facing clients in need of focused representation across the retail and wholesale market spectrum. Mr. DeBroff has over 18 years of experience in dealing with the legal and regulatory issues in the energy industry.
He is a frequent speaker on energy and technology issues and provides consultation on industry changes and energy competition.

- Partner and Chair of the Energy Practice Group of a regional law firm. 2006-2008
- Senior Counsel in the Energy Practice Group of an international law firm, and focused on energy and telecommunications issues across the country. 2005-2006
- Established and was Principal of DeBroff Consulting Group (DCG), a national energy consulting practice focused on government and regulatory support in various State and Federal jurisdictions. 2002-2004
- ExoLink Corporation, Vice President of Government & Regulatory Affairs, where he participated in the development of regulatory strategy for facilitating the company’s objectives at the state and federal levels. He led in advocating company positions in all forums where energy policy guidelines were formulated or implemented. 2001-2002
- ChooseEnergy, Inc., Vice President of Government and Regulatory Affairs for an Application Service Provider for energy marketers and utilities. 2000-2001
- Pennsylvania Public Utility Commission, Senior Prosecutor in the Office of Trial Staff. With the passage of the "Electricity Generation Customer Choice and Competition Act" by the Pennsylvania Legislature in December of 1996 and the “Natural Gas Choice and Competition Act” in July of 1999, Mr. DeBroff became responsible for litigating many of the restructuring filings of the Commonwealth’s investor-owned electric and natural gas utilities. 1992-2000
