Shawn Lochinger has wide-ranging experience in many areas of education law. Mr. Lochinger concentrates his practice on representing districts in special education matters. He has represented both large and small school districts throughout Pennsylvania in virtually all aspects of special education law, including due process hearings before hearing officers and in both state and federal courts. Mr. Lochinger also dispenses general advice and counsel on the “daily business” of special education law and practice. He also performs special education training sessions for clients when needed. Mr. Lochinger represents school districts in other areas of education law as well, including personnel actions, grievances, discrimination claims, and student disciplinary matters.
In addition, Mr. Lochinger also represents and advises clients in the field of employment law. He has widespread experience in writing employment policies, disciplinary actions, terminations, severance packages, and general “day-to-day” HR activities. Mr. Lochinger has dealt with discrimination, unemployment compensation, employee safety matters, and contractual issues. He has also represented clients in both state and federal court proceedings and before a wide variety of federal state, and local agencies (including the EEOC, PHRC, OSHA, the Department of Labor, and numerous local commissions and boards). Mr. Lochinger also has extensive experience with the OFCCP concerning affirmative action and contract compliance issues.
